Observation license choice

CC-BY (or CC-BY-NC) for observations [and not CC-BY-SA that we previously recommended).
CC-BY-SA for pictures and sounds (specific observations, sounds and pictures can be further restricted).

That decision goes back to before 2014, where GBIF ran a lengthy consultation, resulting in a decision to only support a limited set (CC BY, CC BY-NC and CC0) for occurrence datasets.
