Recollection is a black bee with yellow thorax, not sure about face. I remember briefly thinking about a male Xylocopa tabaniformis but the huge pollen baskets made me think female. Plant is Ericameria probably nauseosa.

This 11 mm female bee was found feeding on camphorweed (Heterotheca subaxillaris), alongside many other male and female long-horned bees of the same species. Identified by John L. Neff from specimen. ID also confirmed at Bug Guide.

After much deliberation and viewing of my Carril and Wilson I think this is definitely in Trachusa and may be this species.
Host plant apparently is Strophostyles. And there are several records of S. umbellata at Camp.

Likely same bee as https://www.inaturalist.org/observations/85035722. 3 submarginal cells, 1 cm long plus or minus. In my attempt to ID, Melissodes communis is sort of similar.
