Maybe a Buteo regalis?
I spotted it while looking for plants on the side of road.
I didn't have my telephoto lens with me, shot this picture is a 100mm macro lens.
Dark morph, short wings with four primary “fingers”. Very late for the date (late Nov) but doesn’t fit any other wintering raptors in the Austin area.

This is probably the most Snowy Plovers I've ever seen in one group -- 12. This is an iPhone-thru-spotting-scope shot, so it's not so clear. The Nature Preserve at Charlie's Pasture is an important place for these and other small plovers, including Piping and Semipalmated.
