Serpentine milkweed, The Cedars

I'm curious about the holes in this tree (not sure of species). I was told the holes are not from beetles and most likely some sort of sapsucker bird. However I have not heard or seen them. Any ideas?
Dead on beach. Skull collected by Humboldt State vertebrate museum. Old male with very dark hair. Slight emaciation, but blubber layer >1cm.
